slow mo vid editing

how do I slow down a section of the vid from action cam footage. I have windows 10 and whatever editing stuff comes with it, if anything. Oh Lenovo laptop seems to have some kind of media player thing but no idea about such things

windows movie maker.... its free and relativity easy to use ......can add music it to it as well 

not used it in ages tho

VLC player has all the tools you need its a free download, let me know if you need a link !
