It is pretty poor that the actions following a gun malfunction caused by the competitor have to be inferred instead of simply being explicitly stated, but I think most would agree that:
For Sim/Following pairs
Both targets are lost - this is pretty clear from the No Target rules
k) In the case of a “No Target” in simultaneous or following pairs the competitor will be asked to fire at a second pair to determine the scores of the two shots.
l) This will also apply in the case of a malfunction of gun or ammunition not attributable to the Competitor, provided that it is not the third time on that stand.
For Report pairs
The pair should be re-shot with the first target established as lost - this is much less clear and requires inferring from multiple statements, which I won't list in full, but ultimately:

- As there are no grounds to call the 1st target as a "No Target", it must be lost.
- The second should be relaunched as it cannot be called as hit or lost

- For this second pair, the 1st target is established as lost, but must be reasonably attempted before attempting the 2nd target
