I don't quite follow the problem here.  If the purse is not compulsory, and the rules/methods of assigning distribution are public, how can anyone complain if they miss a payout?  Or whine about the payout scheme?

If targets only is an available option and carries with it all rewards other than money then just shoot the targets and STFU.  If the money scheme is really screwed and enough shooters opt out then it would be likely that a responsible person might take note and attend to it.  If not, shoot the targets and play the money someplace else.

JMO of course but the customer is always right if they make their views known and there are enough of them to attract attention.
